timing for an olds motor

i have a olds 403 in a 82 cutlass i had somebody time it awhile back.
after he timed it it seamed that the idle was to high. now when i drive it
to the store when the engine is warm, after getting back in to start it
again. the starter seams to drag or dosent want to turn  over at first. is
becouse its not timed right or is it the starter,its only 5 months old.
what to do

was the vacuum hose disconnected and plugged when it was timed?  if not then
this is probably the problem.  so disconnect the vacuum hose and plug it
with a screw, then set the timing.  after that then re-attach vacuum hose
this should take care of the problem.  if this doesn't then my hunch is you
may have a vacuum hose leak and just need to replace the vacuum hose.  you
can get the hose at any auto supply store.  easy fix.

The battery cable used in the G-bodies is pretty wimpy compared to
what 403's came in, if it is getting hot you should install a heaver
gauge cable.

Are you using a 403 starter? Or the wimpy 307 one? If you have
headers, those can ruin a starter pretty quickly.
