HELP!!! 96 Olds Achieva no start no dash lights strang electrical mess!!!

I have a 96 olds achieva that some times when you turn the key on the dash
lights and headlights will not light up and the car will not start. However
sometimes they turn right on and the car will start right up. Even when the
dash lights are not on I can still here the fuel pump running and the car
cranks over....
Please help, no one can figure this out.... All the fuses are good.

A failing ignition switch might explain your symptoms (except for the
headlights).
