Does anyone have an address or phone for technical personnel at GM that can
answer an electrical problem on Oldsmobiles?  So far I have been able to
talk to Customer Service people GM uses to block access to the engineers.

The only way this will happen is if you take your car to a dealer and they
cannot find the problem, they can access tech help from service engineers.
What your are expecting to happen is here somewhat unreasonable. Post in the
many auto repair forums out there and see what happens.
