Per Autozone's on-line Component Locator service

PCV VALVE

On your 1995 OLDSMOBILE 98, the PCV VALVE is:

UNDER HOOD, CENTER, UPPER ENGINE AREA, MOUNTED IN REAR
  VALVE COVER

Hm.....is the hood in the front or back?
Thanks Reed.

This is my second attempt to post this reply.
I went to Autozone.  Bought a new PCV Valve.
We could not find it on the car.  There is nothing
mounted on the rear valve cover???????
Guess I will have to go to the dealer....if I can get up
enough money.
Thanks.

These are great cars.

On the passenger side of the engine, above the water pump.  It is not in the
valve cover.  You will have to unscrew a black plastic cap, the cap will
have an o-ring seal and the pcv valve will lift out of the part that the
cap came off of.

Terry had it right.  You have to push down and turn the top
of this cover.  I had to take it to an Olds dealer because we never could
figure out how to get to top off.  It is spring loaded....duh.
Anyway, thanks to all that responded.
