I bought a sweet '87 Olds Cutlass Ciera at auction but it didn't pass
inspection due to a loose steering column. Any advice in getting this
fixed would be greatly appreciated.

A  replacement of the column is probably the best repair unles it is
loose because of the IP attachment bolts needing to be re-tourqued.

Most likely you'll be able to swap in a 1987 Chevrolet Celebrity,
Pontiac 6000, Buick Century column and have it all hook up correctly,
in addition to another 1987 Cutlass Ciera column. These four vehicles
were assembled on the same assembly line. Check wiring harness end
connectors to ensure it will hook up. You'll needt to have an
indentical connector with the same wire routing as the original
column.
