Heater/AC  Blower Only Works on High

I have a 1999 Alero that the blower heater only works on High. Lately when
I turn on the  switch there is a very loud sound with the fan motor.
Do I need to take it to the dealer to fix this problem or can I go to any
mechanic's garage?
Can anyone tell me if it's a fuse & where exactly is it located in the
fuse panel?

Not sure what to tell you about the loud sound you are hearing.  Can you
provide a better description?

The fuse for the four lower speeds is the 20 amp HVAC BLOWER fuse in the
right hand instrument panel junction block.  IIRC open the passenger to
access the cover for it.

The separate 30 amp high speed fuse is under the hood.

Your lack of low blower speeds is more than likely a failed resistor
assembly.  This is located at the blower motor under the dash near floor
level on the passenger's side.  A replacement resistor board costs in the
neighborhood of $25.  Access to the screws is a little tight, but you should
be able to do this job.

If you don't want to tackle it then a decent mechanic should be able to do
it.  It's definitely not a must to take it to a dealer.
