I'm limited on the time I can work on the car but here is a follow up
on my problem:

Q: Do you have confidence in the accuracy of your temperature gauge?
  Do you have any means to verify its indication?
A: I'm reasonably confident about the gauge, but haven't absolutely
verified it.  I do have a precision thermometer. (Thermocouple)

Q: How much overheat are you seeing?
A: Initially it was very close to red lining before I noticed and I
watch my gauges closely. I can control it somewhat by running the
heater on high & putting the car in neutral at stops.

Q: When the car is sitting there running with the hood up how does the
air flow from the fans seem to you?  Powerful?
  If there is weak air flow and there is not an electrical problem
can you tell if the air flow shrouds are intact and directing all the
air the fans  are pulling through the radiator and not bypassing it?
  Is there nothing plugging up the external radiator fins or the air
  conditioner's evaporator in front of the radiator?
A: It seems powerful to me. The radiator fins are clean and clear
except the bottom right & left corners that were bent & I carefully
straightened them with fin brush. Air flow seems to me to good. I
shined a light through it at night & it appears to be clear.

Q: If not then my suspicions would be that the fan motors might not be
getting enough voltage (relay or connection problem) or their ground
connection is not up to snuff.
A: I haven't checked this yet.

Q: Good tension on the drive belt to the water pump?
A: Yes, and I changed the belt about 30K ago.

Q: Does the pump spin smoothly when the belt is off?
A: I haven't checked this yet.

Q: Rechecked coolant level after the initial refill?
A: The info I have states that there should be a minimum 50%, maximum
of 70% dex-cool, thus with a capacity of 10.2 quarts should be min 5.1
qts. I only had a gallon at the time & added it all. After the initial
refill, running & letting it cool down, I added close to a gallon of
water. (Guess I should've added a little more eh?) Anyway, this second
refill helped.

I also changed the thermostat, gasket & o-ring at the time I flushed
the radiator.

I'm going to work on it this evening & add the additional amount of
dex-cool required and try to go through more of the manual procedures
you posted.

One thing's for sure, you are making an impressive effort to find the
problem.  Wish I were there with you.  Trying to fix things like this at a
distance is often frustrating.  I'll continue to help as much as possible,
but you are doing very well on your own.
