Fuel Question

I have a Olds Cutlass ( '91) with a 3.3 6cycl. I know i have fuel to
the rail, what i can't figure out is why it's not starting. I have
spark. I'm unsure what the pressure is since i don't have a fuel
pressure gauge and i'm on disablility so i don't have lots of extra
funds just laying around. What happened was on the highway using
cruise control and as i was going up a grade i noticed i was losing
speed. I then look at the floorboard and the pedal (gas) was all the
way to the floor, well that can't be right. So turned off the cruise
and that's when the jerking and hesitation started. I then got off the
gas all to gether put it in neutral and it began to run right. So i
put it in drive and off we went. At the next major grade it started
again only this time the engine shut off when i let off the gas. I
coasted ( at 70 mind you) to the off ramp and then came to a stop. It
wouldn't restart.

I then went and check the spark. I was ok there. That left fuel. So i
got a fuel filter (the normal problem) and went to replace it (my
son-in-law is a godsend). Lots of fuel everywhere. There was lots of
pressure and after replacing the filter and trying to start it i
noticed it smelt like it was flooding (how does a fuel injected motor
flood?? is that possible??). So at this point i have no idea. The only
thing that comes to mind is the fuel pressure regulator at the rail. I
know that if the diaphram that is in it is busted it won't get fuel.
Other than that i need help. So any ideas??

for what it's worth i went and switched out the fuel pressure
regulator today. It tried to start but still wouldn't. So... does this
mean the fuel pump isn't pumping hard enough? or is it something else?

What is the fuel pressure, what is the car, missing everything that counts!

My bad didn't see the car inf,o but FP question stands.

I don't have a Fuel Pressure Gauge. And at this point after spending
what i have already, it doesn't look like i'm going to get one anytime
soon. For what it's worth when i removed the fuel pressure regulator
there was plenty of fuel under pressure.
