Hood release latch in Cutlas Ciera 87

Dear recepients,

Please help me with the following bizzare problem if you can:

My hood release handle under the dash doesn't open the hood. Since my battery was died out, now I can not even start my car and I can not open the hood to replace the battery as well.

My friend had the same car, during the winter months the latch would
freeze up and be difficult to open.

Try this:

With a helper, have them pull the hood release under the dash and hold
it while you give the hood itself a good firm blow with your fist.
Should be enought to release the latching mechanism, that is assuming
of course that the cable hasn't come off, or possibly broken.

Crawl under car with a light and reach up and flip the hood mechanism. Might
need a screw driver. It opens easy. I then cut the wire and left and 8". I
put the wire thru the grill. Any time I need to open I pull on the wire. My
car is a 93 so I don't want to put any money in it. I just want to drive it
as cheap as possible.
