Any carburetor can give flooding problems if the air filter is dirty or
if it just plain needs rebuilt. A way-off choke setup can do the same
thing. A sunken/misadjusted float, sticking needle/seat, bad airhorn gasket (or maybe just air
horn screws come loose) are some of the more likely possibilities.
