1992 Oldsmoble  Silhouette Steering Boot       Help!!!

I was given this van and while trying to find a front end noise I noticed that
the steering boot clamps were not there. It looks like the tie rod had been
replaced and apparently the clamps were never put back on and the boot is loose.
Now for the question.

The vent tube that is suppose to go into the boot where does it come from or go
from the boot? I am having a problem tracing it.

The vent tube goes from one side boot to the other side.
