Damn Cutlass wiring is stupid... help please

Can anybody tell me where I can possibly find the turn signal flasher on my '84 Cutlass Supreme?  The turn signals come on but don't flash, and all the bulbs are working properly.  My only guess is the flasher, but it's not located on the fusebox (of course, that'd make things too easy)

The flasher should be between the column and radio behind the dash attached
to a retaining clip and can be pulled out easily.

located to the right of steering columm ina small clip
