1981 Oldsmobile Delta 88 Speedometer problems

My 81 Olds speedometer is noisy when cold and fluctuates
between 60 and 80 Mph.  I have lubricated the short cable between the
Speedometer and the cruise connection.
This did not solve the problem. I suspect the speedometer head is worn
out. Could there be another problem?

 Possibly the speedo gear in tranny. Had the same problem with my 82
delta. Replaced gear for about $6.00 new from gm.Remove cable at
trans.,loosen lock down cover and remove to inspect gear. It's plastic,so
it could be worn and slipping on shaft. Good luck.
