My 99 Alero does this maybe once in a given month. Minutes after a cold
start, I'll be driving along just fine, and then stop at a stop sign. I'll
then accelerate at a firm rate, the power stutters, convulses, up down up
down at a steady rate, until I let off the gas, while the speedometer runs
up to 140mph and then goes back down. It runs like a dream otherwise. No
knocking or anything. Everything sounds fine.

Do you have a sunroof?  If so, pull the side covers off the ends of the
dash.  Look at the fuse boxes and maybe even pull a fuse or two for
inspection.  You're looking for evidence of water damage.  If you see
white trails or corrosion, you'll need to replace the damaged fuse boxes
and your sunroof glass.

No sunroof. No corrosion in the fuse box, but water does come in sometimes
when I need to open the window at drive-thrus in the rain, etc.

The Viper alarm system was installed by Best Buy, and U-Haul added a hitch
light connection. Both tap into the break light wires (driver side floor
board, and rear). I'll check those connections, and look at the grounds...
actually the Viper makes a funny squeak instead of a chirp sometimes, so
maybe something going on there.

No check engine light, so I'm assuming it's purely electrical, and not the
engine and transmission. Check engine light should come up for any misfire
or anything like that.

I wonder if maybe you have an ignition switch problem and the cluster is
going through it's self test.  Many times the BCM will store codes for
this, but you will probably need to go to the dealer to find out.  I don't
know if there are any generic scanners which read b-codes.  You could try
going to Auto Zone or something and having the PCM codes read to see if
there's anything related.  I believe there can be a passlock code which
stores in the PCM.
