1981 Olds 98 Heating problem

For a long time now my 98 has been blowing hot air in the vents at foot
level between the passenger and driver seats. This is a huge pain in the
a.s, as roadtrips become unbearable as my feet literally start burning.
Does anyone know of an easy way to close a flap/valve that would prevent
this air from entering the cab? When I turn the heater on, much of this
air gets diverted to the windshield and head level blowers, so methinks
that there must be some way to close off these bottom vents similar to
closing the upper vents when I turn off the heat. Incidentally, my A/C
doesn't work, and hasn't for as long as I've owned the car, if that is of
any consequence. Thanks for any help you can offer.

I had the same problem with my 82' delta.Under the hood,on the passenger
side of engine,there is a plastic,not rubber, vac. hose that runs from
near front of engine,to the firewall. Look for a leak in it. Mine had a
hole melted in it due to resting on intake. This hose runs to a vac.pot
under the right side of dash.Pot controls heat,but has nothing to do with
your a/c working.
