I've had this car in for a wiring short in the cigarette lighter but after
that was fixed, the power locks, heat/fan went out. The mechanic at the
shop performed a diagnostic but the schematic doesn't match where things
actually are under the dashboard. He's having trouble finding exactly
where the module that "controls" these functions. Is he just stupid or is
this a common problem with this particular car???

I have had my '91 Olds Ninety Eight for several years and have never had
that problem. There is one thing I can tell you though.... If you are trying
to have the mechanic look at Oldsmobile Schematics.... That may be your
problem! In the few problems I found that finding parts was close to
impossible until I did some research. My '91 Olds  was made in  Mexico at a
Chevrolet Plant. So now when I need parts, I go to a Chevy Dealer and they
have everything I need!
