i own an 89' oldsmobile. the fan will not turn on when switch is turned to
high or low(no power in all settings). i'm  not sure if the heat works but
there is no heat felt in the car when turned to heat/vent or/defrost (with
temps setting on hottest setting). car runs fine, starts fine(even in cold
weather) and all lights are brights and strong at all times (running , while
turning over , and not running).

I had that problem with a '91 Grand Prix once. Turned out that the fan
inside the dash board (the fan that blows the air out the vent's you choose)
was blown. I replaced it (took forever, as it was not an easy job, but I
have no clue how similar an Olds would be) and it works perfect now.

Also look at the fan relay. My 83 Olds heater fan stopped working because
the relay "hung up" between open & closed; in "closed", it runs the fan at
highest speed, when "open", it makes the connection for the three slower
speeds. If it fails by sticking in between, no fan at all. Weird wiring.
