1994 Cutlass Ciera Runs Hot

Here is the scenario.  I bought the car and noticed on the freeway it
started to overheat (almost got to the red), I turned the heat on, it
didn't help.  I then turned the A/C on, this caused the secondary fan to
kick on and cool down the engine.  I replaced the Coolant Temp Sensor
which has helped but still gets up to the 3/4 mark before secondary fan
kicks in.  The primary fan however doesn't work.  I replaced the relay
(because it was bad) and this did not solve the problem.  I bypassed the
relay the fan does work however it doesn't come on while the engine is
operating.  I believe it to be electrical (somewhere) I am just not quite
sure what to check next.  Any Suggestions?

Based on what you have done, there is nothing left except wiring
and the PCM (Powertrain Control Module), which controls the relay.

With key on, ground the light green wire, if fan runs, problem is
in PCM or the light green wire to the PCM. (PCM grounds the relay
coil fed by 12 volts on pink wire)

If not, then with key on, is there 12 volts at both the pink wire
and the red wire in the relay connector ?? If not then wiring
problem in pink or red wire.
(Red wire is 12 volt feed to relay contacts, light blue wire is
contact feed to fan)

Info from factory wiring diagram for 94 Ciera (I also own one)
