It's your fuel pressure regulator... it's leaking slightly, causing a
flooding condition. They all do this.. This part should be $50 or under
and it's a pretty easy D-I-Y repair. Just make sure to get the right
model for the right year. Also, and I had this happen with mine, GM sent
the wrong O-ring for the bottom of the FPR - new regulator leaked too,
and it was even worse than the original. Noticed the wrong-size O-ring
when putting my old one back, went to the Buick dealer and they got me
another with the right O-ring on it.
Yes, there is an in-line fuel filter, on the driver's side of the car,
near the rear door...

You need to remove the plastic engine cover. I'm trying to recall this
from memory, but if you follow the fuel lines coming up from the fuel
tank, heading over to the injectors, you'll see something that looks
like a small oil can. That's the FPR. It's kind of in the left-center
portion of the engine bay.
It simply unscrews or "twists" out. I'd suggest opening the gas door to
relieve pressure before popping it out, and having a rag to catch any of
the spillage. There is a small O-ring at the bottom of the FPR - make
sure you get that out (might need a needlenose pliers to pull it out).
If you go buy the part first, then you'll know what you're looking
for... strongly suggest you get the AC Delco one. The local dealer did
not give me any grief when I brought it back to them because it was
shipped with the wrong size O-ring on the bottom... got me a replacement
O-ring kit (the FPR was fine).
