94 cutlass ciera pwr win quit working

windows worked fine then they would not go down ,i checked all windows but
none will move. I looked in the glove box and the only thing that looked
like the window fuse was a two silver looking relays,is that right? should
i replace these or is there another fuse box hidden somewhere else. It
seems to me that i lost power to them like a fuse had blown???

The 2 silver circuit breakers are both 30 amp. The upper one,
labeled WDO, protects the windows, the lower one feeds various
power accessories like rear defog, auto door locks, pwr seats.
First try swapping the 2, see if problem moves to accy, or stays
with windows. No other fuses. A possibility is a short in window
wiring or switches which is keeping circuit breaker tripped open.
