My 2001 Aurora's engine has been racing at certain times.  It mostly
happens when I first start up the car.  When idleing in drive, the RPM's
range from 1 to 1 1/2. It may go down to less than 1 rpm in a few minutes,
or it may not go down in over an hour.  I can sometimes get it to go down
if I shut the engine off and then restart, but this does not always work
either.  Any ideas on what would cause this?

There is probably something wrong with one or more of the emissions
control systems of the car.  Go to an auto parts store and "borrow" a
code reader.  There should be one or more errors codes present.  Look
them up.  THey should point to an area of trouble.
