Not if your hand brake works they couldn't. Do you have the brake shoes or brake pads? And also there is IIRC a slight difference between 3 stud and 4 stud wheel brakes. Personally if it's shoes then possibly a sticky self adjuster or an over tensioned handbrake cable. If it's pads then a bit of copper slip on the appropriate parts like anti rattle shims may help.
