cycle carrier for 406 estate

I have a cycle carrier for two bikes, it is the type that hooks over
the rear tailgate at the top and also under the rear bumper somewhere,
the straps are then tensioned. Looking at my car it seems that the top
part of the rear tailgate, above the glass, may be plastic. Will this
be strong enough to hook onto?

You should not use this type of carrier on a 406 due to all the weight being
on the glass which will pop out when going over a big bump. Also no
effective means can be found to tighten the securing straps and keep them
tight.
A better bet is the type that fit on the towing ball.
