Engine tempreture problem

Hello i have a Peugeot 1.9 TD 1996 i have a major problem with my
engine it is warming up quick and the Radiator FAN doesen't switch on
... :(
I check the thermostat it is oppened on 95 C but only on lower fan
speed ... wich is not enough to cool the engine.
I have one datchik near to fuel filter brown on color when i take off
the cable from the datchik FAN is start to work on Highest level and
very quick the engine is cool down ... i check the same datchik it is
work ... The problem is somhere else ... if anybody has the same
problem please let me know!!!

I am assuming that you have 2 cooling fans. They operate in series for low
speed and parallel for high speed. Disconnecting the thermostat connector
(brown) for the bitrol system should first cause both fans to operate at low
speed and then after a short while at fast speed.
Are both fans working at high speed as neither will work at low speed if
they dont operate at high speed together. I have had the same problem with
my 1.9 TD 406 and can give you some more help if required.
