I'm guessing here but I think the anit polution alarm is cause by the
incorrect mixture.
By the way you describe it it would seem that the car is over fueling. This
could be a number of reasons.
I would sugest you get a garage to read the fault codes and tell you if you
have any obvious faults. Otherwise it may well be a lot of sensor changing
before you find it.

Hi,
I had exactly same problem on my Pug 406 2.0 ST from december 2002.
When cold 30-60 seconds after a cold start, the Engine illuminator or the
Board computer issued a catalyator or an anti pollution error. The engine
was swinging!!!. Sometimes the motor had to be turned off and on again to
gain torque.
( I assumed it was running on less than 4 cyllinders)
After 3 times at the garage, they concluded that the motor needed a repair
of the lifters. They had seen it a few times before. They repareed it within
warranty and the motor is now running perfectly.
