Not familiar with the car but here are two guesses.   One, a blockage in the
heater part of the cooling system preventing water circulating through the
heater matrix.   Two, a control not working (even though it appears to) and
either preventing water flow (as in one) or causing the airflow to bypass
the heater matrix.   There is a third possibility just come to mind.   Does
the heater output get slightly warm?   If so then the engine thermostat
could be stuck open which, at this time of year, would make the engine take
a very long time to reach running temperature.
