I had the same with my hdi vans rev gauge, its basically either the sender
gear unit by the gearbox, or the actual rev gauge itself. Mine was the
actual gauge, Peugeot dealer said it would be around £350 all in to replace
just the rev gauge. I managed to get a complete instrument panel off ebay
for £40 took about 5 minutes to change and all has been fine since.
Does the rev gauge move at all when you turn the ignition on?

Sounds like the gauge itself. Mine in the van did absolutely nothing when
switched on or running. I did take it to Peugeot to confirm the gauge or the
sender, which they did but it cost me £30 for the confirmation. Maybe worth
the £30 just to make sure. Unless you happen to know someone else with a 206
you could whip the instrument panel out off for a minute or so to try it.
