That's a bit extreme. Remove the fender or cut it? Isn't there a way under
the dash or through the engine compartment?

You have to remove or cut the INNER fender. (wheel well)
Some people cut a circle out of the inner fender and then patch it back up.
I've always preferred to remove the bolts from the inner fender and fight
with it till there's enough room to pull the blower motor out.

I'll say it again....
You have to remove the inner fender well. This is the OEM procedure from the
shop manual. As mentioned, sometimes the RH fender comes off and makes the job
easy.
This isn't a job for the weak of heart. Neither is the heater core.

Just pull the hood and then the passenger(right) side fender. Its NOT that
bad. I just did a blower motor and heater core on a '74 T/A two weeks ago.
Its just nuts and bolts ...

This is all done with the wheel off for obvious reasons. Most shops
cut about a 10" diameter circle in the rear of the INNER fender wellat
about 10 o'clock, yes the passengers side(right), but leave about a 1"
uncut area to act as a hinge on the bottom. Fold this cutout down and
the blower is right in front of you. Now when you are done fold it
back into place and install 2-3 sheetmetal screws right in the blade
kerf and it will hold it. Then run a bead of silicone over the entire
cut and finally spray it with some rubberized undercoating. You could
tack weld it back, but this way if you ever need to get back there
just pop the screws and cut the silicone.
If this car is in great shape do it the right way and remove the
INNER fender well as mentioned in an earlier reply.
