goto ebay...just make sure if its a VAT key that you know what number it is.
and for remote make sure all numbers match on the back. VAT keys go for
about $5USD on ebay. if ur key is just a VAT key...there is no programming
for it. just get it cut. my '99 trans am was the same thing. get the
dealership to tell you what number ur key is, then get one from ebay. for
example mine was a 3. ( they test the chip resistor to find that out).
takes like 2 secs. and any key shop can cut it for you.
Okay, a do-gooder has emailed me explicit, perfect instructions for
programming the remote control. My fobs are all set, and it was very
easy. (THANKS!)
As for the VAT keys, I couldn't find any current E-Bay auctions, but
Froogle Google shows VAT keys for $26 (beats the $65 rip-off price!):

My key has the engraving "PK3", and an "M" under that. Does that mean
it's a VAT key of type 3? Or do I just need to get a dealer to
identify it?

I think VAT & PK 3 are two different types of keys & systems. VAT = Vehicle
Anti-Theft, PK 3= Pass-Key III (Personalized Automotive Security System)
The VAT keys have the little resistor inbedded in the shank of the key. The
PK 3 key has a transponder that matches a decoder in the vehicle. On the
newer Bonnevilles they utilize the PK 3 keys. On my older Bonneville ('97),
it had the VAT key.

This sounds like bad news. Does this mean I need the dealer for my
key?

I can't seem to find the blanks this page refers to for sale anywhere
("original Strattec blanks or comparable transponder blanks"), and
this statement makes me worry about whether I could even hope to do
anything without a transponder programming device:

"Neuter" blanks are designed to work with the cloning device only and
cannot be programmed directly into the system. To add keys to the
system, you will need a working primary transponder key (black head
color). Valet keys (gray head color) cannot be used for programming.
