gt runs hot!

99 grand am gt runs hot in about 15 min in stop&go traffic. cooling fans
dont come on until i pull over & unplug this plug on the engine my friend
told me about. ? wrong?

it could be the fan relay ,,or the temp switch on the engine that turns
on power to the relay when engine needs cooling..lucas
