Pull the trouble code from the computer first. Definitely first step.
Can't offer a guess since I avoid GrandAm's like the plague (No offense, I
just see a million electrical problems from them:)
Who knows? Maybe the speedo's run by the computer with input from the
Vehicle Speed Sensor. You might find an error code indicating either one at
fault. Sure hope you don't have to chase wiring.

It is. A bad speed sensor typically just doesn't work. A bad
speedometer acts like the OP described.
