Cooling Fan 2  Fuse

I have a 99 grand am when i replaced the fuse for the cooling fan 2
the fan starts and runs when the cars off. I know its no suppose to do
that could it be the ECM or computer.

If you are throwing parts at the problem the fan relay or the temperature
switch would be my choice.
