Hi, my 99 Sunfire GT rear passenger tire's antilock kicks in way before the
others. This is troubling on wet/snowy roads. The wear on the pads is about
60% the same as the other side. Has anyone had this problem and if so, how
did you fix it?

Probably a bad caliper.

Check for a faulty wheel speed sensor on the corner that is axle that's
giving you problems.  It could be either the offending wheel or the wheel
opposite it on the same axle.
