shakes while braking

when i brake hard or gradually from high speeds, my 1999 Pontiac Grand
Am shakes. i can feel in from the front driver side and the steering
wheel shakes pretty violently. is this a brake problem or a wheel
balancing issue?

But, I've had them with  bent wheels.

i  think a balance issue would vibrate weather  braking or not ..
symptoms point to warped brake rotors.. a shop may be able to machine
them  if not to thin, or you could put new ones on.

Just bought new ones at Autozone myself, $34 each.
