How do you know if you are supposed to get a new starter?? Sometimes when I
try to start my car all the lights will turn on and the gauges jump, but it
will hesitate to start. If I push the gas pedal as it hesitates, it will
start?? Can someone pllllllllllllease help me!!!

What make/model/engine are you talking about?
If your starter will always turn the engine over, I doubt it is your
starter. Unless it cranks very slowly.
I had an issue with my Grand AM, 3400 engine, starting when it was hot.
Sprayed generous amounts of Throttle Body cleaner in to the throttle
body, lots of build up especially on the IAC sensor. No issues now,
starts right up.

Its a 2005 Pontiac G6.

Doesn't sound like a starter problem to me.  You should take the car in and
have a trained mechanic look at it.
