2004 grand prix blower problem

On my 2004 grand prix the blower will not operate until after driving for
about 10 minutes. If I shut down the car and restart after a couple of
minutes it will do the same thing.

Is it on Automatic Mode?  When the outside air is freezing, and the car is
on Auto Mode, the blower will not turn on until the engine is warm enough to
produce heat.
