911 1979 headlight flasher

Does the 1979 911SC have a headlight flasher (Flash to pass, whatever you
call it)? Pulling the lever only seems to flash the headlights when the
headlights are on, but does not flash the headlights on when they are turned
off. Normal?

On my '81SC, the hi beams do flash when you pull the lever towards you even
if you don't have the headlights on, as long as the ignition is on. Not
sure if it is same for the '79s.

The 79's lights should flash when switch is pulled regardless if the
lights are on or off. The key has to be on.
