I recently replaced the tires on my '89 911 Targa. The shop removed the
stick-on wheel weights from the rims but left the tape/glue mess. What is
useful in cleaning this off the rim?
Thanks in advance...

That is easy: use petrol!
Tyre garages are not allowed to use it (in this context:-) in the UK because
it is considered to be a safety hazard. However, it was a tyre fitter that
told me it was the best thing to use - and eveyone has got some!
I just use a little on a cotton cloth from the can that I feed to my lawn
mower, and it does work very well.
It will also be offensively inexpensive for North Americans, thanks to
headcase Bush!

If concerned about using gasoline/petrol, I've had good success with
turpentine or other paint thinners.
