1980 911SC High Beam Indicator

Hi:

My 1980 911SC does not pass the NC car inspection because the high beam
indicator light does not work.  Of course it easily passes the smog test -
go figure.

Any insights to (1)removing the speedometer so I can get to the bulb,  (2)
is there a relay and if so where might it be and (3) any other ideas?

Have the same problem here, only it does work, but is barely visible. I'm
thinking about replacing it with a bright blue led. So I'm also looking at
how to get this job done.
