The headlight on my '99 Boxster is still out although I just put in a
new bulb.  The highbeams and halogen lights work on both sides, it is
just my regular beam on one side.  I am sure the new bulb is in
correctly.  Could this be a blown fuse?  Does anyone have any ideas?

Thank You!

It could be a fuse.  If the Boxster is like a 944 there is a separate fuse
for the low beam and one for the high beam.
