I have removed the instrument panel and I think located the bulb holders,
three of them..

But how do I remove the holders from the panel to get at the bulbs?

Do you pull or twist?

Re my previous post

I have found out that you turn the white holder through 90 degrees, it then
comes out easily.

My bulb had not failed the problem was a damaged flexible printed circuit,
probably from when someone has previously had the panel out.

You must be very careful with the panel to avoid damaging the flexible
printed circuit.

I repaired it by soldering in a short piece of wire and covering the
repaired area with tape.

Good job.  In the past, I've seen solder joints fail where the plug is
attached to the board on Passat instument clusters.  A few minutes
reflowing the connections with a soldering iron, and it was as good as
new.
