When I got the car it had a tick in it, I assumed that since it had been
sitting so long it was a stuck tappet. Then after it did not seem to go
away after getting the car warmed up, and some reading of the suggested
maintenance I thought that the valves needed to be adjusted. I did this,
and the clicking went away, at idle, and returns above ~1100 RPM. It then
goes away at about 3000 RPM. Listening carfully it does not seem to come
from the valves, but either towards the front of the engine and down, or
about mid engine. It is worse when the engine is cold, smoothing out to a
light tap as the engine warms up, but never going away. Oil pressure is
good, temps are normal acting, voltage will stay low till I rev it to 3000,
then goes up to 14+ and stays there. I have replaced the alternator, water
pump, thermostat, and belts. I have read that failing injectors can tap, but
this is a CIS system, not an electric valve, so I am unsure of what can be
tapping.
So where would you guys suggest I look next?

Recommend you purchase a mechanics stethoscope which will allow you
determine exactly where the clicking noise is originating. Probably a
sticking valve.

check the timing belt and tensioner also. I have seen some T-Belts with a
small shredded section slap against it's cover creating a noise.
You might want to run the engine without the V-Belts for a minute or two to
see if it is coming from the driven accessories. Doesn't the alternator
have rubber mounts to the bracket? Might be some weak or soft mounts.
Sometimes a leaking exhaust manifold might sound like a tap or possibly
click. :-)
