I have a 1984 944 with a recent rebuild engine. The car has been out
of commission for a few years and I am trying to get it to pass
emissions in CA. I took it to one place and without even testing the
car I was told it's running to rich. I usually have a good nose for
this kind of thing but of course I am questioning myself. Is there
any way to adjust the mixture. In addition, there is a screw on the
top of the air flow sensor that takes a 5mm allen wrench. Can anyone
tell me what it is for?

first, you will want to locate and download the porsche shop manual - it is
very helpful.
the screw adjusts the amount of air that bypasses the sensor, hence it
adjusts the idle mixture, you can lean the mixture out a bit by closing the
screw. On your car, the airflow sensor is quite complex (the later ones are
simpler) and it may have a lot of wear - you can tweak it a bit to solve
that and it sometimes works, and there is a place in Santa Ana (I think)
that rebuilds them. And, as I recall, a defective O2 sensor will make it
run rich, so that may be another thing to check (and the sensor is only $35
if you use the generic BOSCH sensor.
and, with an 84, you should be just about past the point of needing a test,
no?

Of course if the cat converter is shot then you have another problem.
But as WBN pointed out you may be outdated for an emissions test.
Need to check that first.

I looked at the CA DMV website which quite clearly states that only
cars vintage 1975 and earlier are exempt from the smog check. Is
there something I'm missing?

Hi
the screw on the airflow sensor only adjusts the idle mixture. At 4000
rpm, for example, it makes very little difference at all.
