This is How I did it at work in the 1980's:
apply duct tape for protection on the wheel surface surrounding the lock.
get a sharp LONG cold sharp chisel and a B F hammer to hit the top of the
wheel lock cylinder rib. The idea is to knock off the top rib, whick keeps
the lock cylinder in place. Once it is off then use your lug wrench to take
the inner nut off the wheel. I suggest you buy a new lock set from auto
zone.
