I tow a SMALL Apache tent trailer. It has a tounge weight of about 40 lbs
and total weight of only about 400 lbs. I wanted to use a hitch mounted
cargo carrier and still be able to tow the Apache. I looked all over the net
and in towing shops and  hitch instalation shops and I could not find a
cargo carrier with a receiver hitch. So, I recently bought an 18 inch hitch
extender and welded a small cargo carrier to it. I can now carry some water,
a coleman camp kitchen, and an Easy-Up awning. It seems like it is going to
work just fine. Any ideas or thoughts?

You didn't tell us what you are towing with, so I can't be too
specific, but if your tow vehicle is adequate to tow with anyway, then
you aren't likely to even notice a difference.
