Arizona trailer regulations?

eselk@surfbest.net - 12 Jan 2006 21:15 GMT I'm about to register a home-made trailer, in Arizona. Anyone know where I can find a detailed list of requirements? I've seen several web-sites which have what I would call an overview for each state, which isn't detailed enough for me. I already know that I need safety chains, tail/stop/turn lights, license plate light, and mud flaps. However, I'm not sure if I need 1 or 2 safety chains, and I'm also not sure what the rules are about how they need to be attached to the trailer. I'm also not sure if I need clearance lights, or just reflectors (the yellow ones on the side, towards the front of the trailer).
I called the DMV (Dept of Motor Vehicles (what they call it in AZ)). The first woman I talked to, Sandra, told me that an equipment inspection isn't even done for home-made trailers, she said it was just a class 1 inspection which just means they attach a VIN. I knew that wasn't right, so I called back right after I hung-up. This time I talked to "Mike" who told me that 2 chains are required, and that they had to be welded to the trailer, among other things. Then I went to the DMV and talked to one of the actual inspectors. He said the chains CANNOT be welded, and that they must be bolted instead. That inspector told me that I didn't need clearance lights, just reflectors. However, I also talked to another inspector the same day who told me that I needed lights, not reflectors.
Anyway, everytime I talked to a different person at the DMV, I get a different answer. Since I'm not sure which inspector I'll get when I actually bring in my trailer, or what story he may have that day, I would rather find some written information I can fallow (i.e.-The actual LAW). I tried to memic my design as close as possible to other trailers I've seen, but I didn't want to copy them exactly (I would have just bought one if I wanted that, since it cost just as much to make one myself).
p.s.-I'm building a 4'x8' utility trailer. Flat bed. All steal. Expanded Metal bed. V-shaped tounge, with center jack. Straight, not a goose neck. All equipment is class 3, including chains and hitch, even though I'll never load more than 800 pounds. Single axle. Round fenders. 15" wheels/rims, tires are about the size of a basic F-150.

I imagine the inspector may not like that question, unless I ask it in just the right way. Also, they usually have "cheat sheets" which tell them the basic rules, which they usually go by, but those sheets don't always match the actual law, or are not detailed enough (so they just make up the rest, from "memory").
Sorry, I just have a negative attitude due to previous experiences. Like the time I was told by an insepector that I need a windshield for my motorcycle (I didn't). And another time I was told I needed seat belts in my 1948 Willys Jeep, and also again in my 1965 Mustang (went to court 4 times, finally the judge wrote me a letter to show to cops that pulled me over). Most of these people (inspectors and cops) just have their little cheat sheets, issued by the state, but they only cover the "average" vehicle. Sure, a CAR needs a windshield, and a 1972 (last I checked) or newer vehicle needs a seat belt, but their cheat sheet doesn't cover those details.

Another thing you can do is go to the local Lowes, Home Depot or Farmer's Supply that sells that size trailer and look it over good and see how they are made. Then you point out that your's is made just like so and so is selling for retail.

Tomes - 13 Jan 2006 17:23 GMT If you fear that by asking you will become known to them as a troublemaker (right or wrong is irrelevant) of some manner, perhaps have another person go there and procure a copy on paper of the relevant documents. Kind of like a secret mission <Mission Impossible music starts up in background>. This way you will have it, they will not know it was you, you have what you need and can prove you are correct upon inspection, if an inspection is indeed needed. Tomes

Unfortunately, there is not one statute which deals exclusively with towed trailers, so one must look through a lot of different statutes to find out what is needed. However, I think it is all there, mostly in Chapter 3, Articles 16 through 18. HTH

I got my trailer registered, and they did a full inspection. However, the paperwork for the inspection said "class 1" on it, and it didn't say anything about equipment. A class 1 inspection in AZ is just to make sure none of the parts are stolen, and to assign a VIN. It only costs $5, which the "class 3" inspection, which is to check equipment, costs a lot more.
I guess the bottom line, here in Tucson anyway, and with the 3 different inspectors I've talked with, is that a safety/equipment inspection is NOT required, but the inspectors do it anyway. At least they don't charge you for it!
And by the way, the inspector didn't even check that the lights work.
