So far I am very pleased with my '98 Rodckwood premier. As I stated a while
back it had hardly been used at all, the inside, vynyl and upholstery are
virtually new.
The trailer had never been properly maintained - so this little use it had
seen was fortunate. I lubed all the cables and lifts and such and found no
signs of wear. I did find that the cable had a 'binding turn on the
roller/crank system creating a flat spot so when I raise the unit I take
care not to let that happen - making sure the cable coils nicely.
One brake was not working and I knew that the bearings had never been
replaced or repacked to anyone's knowledge. So I disassembled the wheels for
a better look. I replaced all bearings and races. i replaced both magnets
and the brake shoes. I think someone had been into the brakes before as both
magnets had their 'clips' missing. The shoes appeared rather oily/greasy and
were glazed.
After reassembling everything I raised one side and then the other to verify
that the brakes were indeed working, so Ii took her out for a little test
tow. Up the Interstate to one exit and back and then to the local park which
has gravel in the parking lot. To adjust the brake controller.
However, I was accompanied by a horrible screaching on the right side so
back home I went for a reinspection.
Now at this point let me state that I just rebuilt my hard drive and have
lost every link I saved to my favorites so if you've got 'em, post 'em. I
even lost my links to brakes and I'm trying to get ready to go camping this
weekend.
I determined that the screech was from the new magnet scraping the drum
while is in motion. The "lever/swing arm???" that the magnet is attached to
was protruding too far out. I readjusted it as best I could and have not yet
tested it. The locking washers that hold the arm to the top post....could
they have been in too far thus pushing the arm out? Could the arm possibly
be bent? I may try to get a new arm yet today.
Do I seem to be on the right track?

I can't answer you main question, below, however you might be interested
to know that every time I work on my brakes (too often, another story)
the clips installed the previous time are missing. Thus I would not
take missing clips to be a sign of previous work and failure to
re-install. The magnets chatter enough to disintegrate the clips.
