It means the only people supporting bush are the hard right wing kooks.

If bush keeps working hard he can equal richard nixon at the time of
his resignation, 20 some percent.

Or bush can wait for the investigations proving he massaged the iraq
WMD intelligence at might even get lower:)

bush is on a one way trip to lower numbers

Actually I think it is lower and is the poll for Congress.

I found a story in something called the "National Ledger" that shows
him at 31%, but the story doesn't say who did the poll. But USA Today
shows him in the same range -- 33%.

I always have to remind people:

The 31% number comes from polls of registered voters.  The clightly
more than half of the country that does not vote is by definition NOT
supporting Bush.

Therefore Bush's support level is actually: 15.5%...
