Hand pump not staying primed

I have a 2000 Dutchmen 1004D with a two-way hand pump (push down for
city water, pump up for holding tank water). The pump used to require a
few pulls with your finger on the end of the faucet to get it primed.
Now I have to hold my finger over the faucet on every pull to get any
water. Is this simply a worn out gasket/o-ring problem? Or should I
replace the whole thing?

Most likely.
