How necessary is one when towing a Saturn behind a 38 ft pusher? Do they
make a BIG difference is stopping ability, or more peace of mind? How many
states actually require them?? thanks

Take a look here for the laws:

Earlier this year, I heard that Florida was starting to enforce
the law. I can sure tell when I am towing without the braking
system hooked up, as I do when taking the coach down the street
about a half mile for service.

I towed a Saturn coupe for a couple of years without a brake system.
We have a 31' Class C. You hardly ever knew it was back there.
After reading all the different state, (and Canada), rules, I figured
I'd rather be safe than have my insurance company figure if they would
pay for a claim.

Same here. We tow a Saturn SW1 and have for at least 5 years without brake
system and as you say, don't even know it's there.
